Assistant Secretary of the Navy
Research Development and Acquisition
ASN RDA

The ASN (RDA) mission is to provide weapons, systems and platforms for the man and women of the Navy/marine Corps that support their missions and give them a technological edge over our adversaries. ASN(RDA) decides where to invest the Navy’s acquisition budget to maximum utility and help ACAT programs meet budget and schedule targets.

DELTA provides SME support to the Navy Center for Earned Value Management (CEVM) for cost and schedule performance improvement efforts. Most recently DELTA EVM SMEs have provided integrated Program Management Review Data Item Description (IPMR DID) Implementation Guidance - IPMR is a management tool that provides timely reliable data on project status and estimate future performance. Accuracy and timeliness of submissions are key to support DoD ACAT decision makers. The DID provides detailed guidance on format and content instructions for each of the 6 format submissions required by contractors of Major ACAT programs. DELTA EVM SMEs have also led the cross Service efforts on the United Nations Centre for Trade Facilitation and Electronic Business (UN-CEFACT) XML Schema Development to implement the DID in a software neutral file format.
